        Whisper Mountain Professional Services, Inc. is a small privately owned company specializing in assisting rural communities with complex issues such as emergency management and community planning.  Whisper Mountain Professional Services is nationally recognized as an expert in community administration and development.   Whisper Mountain is a client-focused company with expertise in all facets of "local  governance.  Whisper Mountain specializes in small rural communities with a goal to build self-sustaining public programs including, emergency services, law enforcement, public works, public administration, education, and economic development.  While our expertise and reputation are based on several years in the federal public safety arena we have found that planning and development, by its very nature, must be fully integrated into the total community to ensure success.  We therefore specifically designed our proposals to be based on the specific needs and existing resources of the community.

Rick L. Fawcett, D.A. - Dr. Fawcett is a nationally recognized expert in Public Administration and Community Relations.  He has extensive experience in planning and implementing complex community programs and offers a unique combination of engineering knowledge and public/intergovernmental relations skills that have been vital in building consent for critical public projects.  Dr. Fawcett holds a Bachelor’s Degree in Industrial Safety, a Master of Public Administration in Environmental Administration, and a Doctorate of Arts in Political Science specializing Political Economy.  As an employee and manager during his 25 years at the Idaho National Laboratory (INL), Dr. Fawcett supervised and personally participated in community infrastructure development in support of the U.S. Department of Energy (DOE).  His activities in support of DOE also included a lead role in the development of State, Tribal and local needs assessments, and community emergency plans.   In addition, he was a primary DOE resource for the development and execution of programs to overcome public opposition to shipping campaigns for high-level, high-visibility radioactive materials.  Dr. Fawcett founded Whisper Mountain Professional Services, Inc. in 2003.  As Owner and President he uses his vast experience and knowledge to bring technical assistance to rural communities and Native American Tribes.

Derrick Sharp - Mr. Sharp is the Historical Geographic Information Specialist with Whisper Mountain Professional Services.  He specializes in Historical Hazard Analysis, GIS Analysis, GIS Development, Programming, and Cartography.  He has developed GIS models and Scripts to aid in the Hazard Mitigation Process. Mr. Sharp had developed Three Dimensional Models to estimate evacuation times for populations at risk to catastrophic dam failures for Bonneville County. He is currently working on General Evacuation Plans for 3 other clients.  Mr. Sharp is experienced in web based development and Interactive Online GIS. He holds a Bachelors Degree in History and is currently enrolled in the Geographically Integrated History M.A. Program at Idaho State University.
George L. Kramer, Ph.D. - Dr. Kramer holds a Ph.D. in organic chemistry, and was a published researcher in the fields of pharmacology and biochemistry as a faculty member at the Vanderbilt University School of Medicine.  In 1981 he entered the hazardous materials emergency preparedness/response field as a hazardous materials instructor and advisor for the State of Tennessee Emergency Management Agency.  In 1990 he began to develop and present emergency response training and exercise programs in support of the U.S. Department of Energy and to represent DOE in a number of other training-related efforts including transportation regulatory compliance.  Dr. Kramer represented DOE on the National Response Team Training Committee, Curriculum Development Workgroup, pursuant to Hazardous Materials Transportation Uniform Safety Act (HMTUSA), Section 117A.  He also served as advisor to the DOE Transportation Emergency Preparedness Program steering committee, and developed and presented training and exercises for that Program.  In support of DOE high-level, high-visibility radioactive materials shipping campaigns, Dr. Kramer has participated in the process of developing successful emergency preparedness programs from inception to completion. This included program hazard based planning, requirements analysis, determination and selection of mitigation strategies, training and exercise design and presentation, preparedness validation, and lessons learned.

Stephanie J. Bonney, Esq. - Ms. Bonney’s primary areas of practice are land use, planning and zoning, environmental, and general local government and municipal law.  Ms. Bonney serves as general counsel for several government entities in Southeast and Southwest Idaho, as well as providing special counsel assistance for land use issues throughout Idaho.    
Data Solutions - Data Solutions, Pocatello, Idaho provides Whisper Mountain Professional Services, Inc. Information Technology (IT) services including web development and hosting.  Data Solutions has a number of regional clients including the Portneuf Medical Center, the City of Pocatello, Bannock County, and Citizens Community Bank.  Whisper Mountain’s contact with Data Solutions is the Company President, Mr. Brad McSpadden.  Mr. McSpadden holds a Bachelor of Business Administration from Idaho State University, and over 10 years of experience in IT services.  Additional information can be viewed on their web site at www.dats.com.
